Shannon Estuary Anti-Pollution Team (SEA-PT)

Limerick City Council is one of five local authorities participating in the Shannon Estuary Anti-Pollution Team (SEA-PT) along with the Shannon Foynes Port Company, local 'waterside' industry and port users. The majority of water pollution incidents are attributable to oil or effluent spillages, whether from cargo holds or fuel tanks and there is a significant level of shipping movements on the estuary.

SEA-PT's activities include regular co-ordination meetings, the hosting of regular simulation exercises and training courses for staff employed by member organisations. Generally speaking, simulation exercises are held in the spring time and training courses are hosted in Autumn. 

SEA-PT maintains a significant stock of emergency response materials, (including plant and vehicles). These items are purchased centrally on behalf of the constituent members.

SEA-PT has been incorporated as a limited company with four 'ex-oficio' directors representing the constituent bodies: Generally, two directors represent local authorities and two represent industrial port users. The registered office is at the Harbour Office, Mill House, Glin Road, Foynes, Co. Limerick.

Within the County Borough of Limerick, there are approximately 16km of waterways as well as shipping berths, slipways and quays etc. With the exception of the Grand Canal segment between Lock Quay and Rhebogue (1.5km), all of these waterways are tidal. Additionally, that part of the River Shannon downstream of the Shannon Bridge is classed, marked and used as a marine waterway.

It is the policy of the Limerick City Council to respond to all reports of pollution of these waterways and to take the appropriate action in consultation with SEA-PT, the Shannon Regional Fisheries Board, Waterways Ireland, the Environmental Protection Agency and other interested parties.
