Limerick 1.Executive Summary

This document sets out a network of cycle routes for Limerick City and environs. A key focus is to link centres of education and work places with residential areas. The routes are mainly radial from city centre but a number of orbital routes have also been identified. The Childers Road is a key orbital route. Many of the routes are practical daily commuter routes to schools and workplaces. A number of routes have clear leisure uses also, in particular, those routes along the waterways. Cycling is encouraged not just as a transport mode but as a healthy environmentally friendly activity.

Limerick City has relatively flat topography and extensive and attractive water frontage along the River Shannon, Abbey River and city Canal. It has great potential for a cycle network. High traffic volumes and lack of defined road space for cyclists mitigate against cycling on many roads. The provision of defined cycle routes will make cycling more practical, safer and enjoyable.

1.1 Policy

Limerick City Council has identified and included in its Development Plan and Corporate Plan, the issue of sustainable transport modes for Limerick City and environs. The development of a cycle network is an important step toward this objective.

1.2 Integration

The Transportation & Infrastructure Department of Limerick City Council has engaged in discussions at technical level with its counterparts in Limerick County Council to ensure that an integrated cycle network is achieved.

1.3 Representations

This document has taken into account opinion made by members of the public directly and expressed through the elected members. Further representations have been made by a third level college at management and student levels. It is hoped that this draft document will generate further comment from interested individuals or groups.

1.4 Further Consultation:

It is proposed to make copies of this draft document available to the public at public libraries, schools, colleges and at Limerick City Hall. Comments from the public will be considered when finalising the document which will then be resubmitted to the Transportation and Infrastructure Strategic Policy Committee for consideration. It is hoped to revert to the SPC at its next meeting (November 2003).

1.5 Implementation

The development of the cycle network will be carried out in a phased manner within the constraints of opportunity and available funding. Sections of the network will be part of new road construction. This is particularly the case in Limerick County Council area where a number of distributor roads are to be constructed in the near future. However, most of the network in the city requires retrofit on or adjacent to existing carriageway and or footpaths.

Limerick City Council will complete preliminary design on individual routes and keep adjacent property owners and the Transportation and Infrastructure Strategic Policy Committee fully informed of developments.

Limerick City Council will seek support from the Dept. of Environment Heritage & Local Government and Dept. of Transport to implement individual elements of the cycle network.

1.6 Proposed Cycle Routes:

The proposed cycle routes in Limerick City are as follows:

  • 1. Caherdavin to University of Limerick via Brookville, Thomondgate and City Canal
  • 2. Childers Road
  • 3. Dock Road
  • 4. Hyde Road
  • 5. Ballysimon / Kilmallock Road
  • 6. Garryowen
  • 7. Raheen to City Centre
  • 8. North Circular Road
  • 9. O' Callaghan Strand / Clancy Strand
  • 10. Corbally Link Road

    These routes are assessed individually in the main document. There are a number of other routes which are on desire lines but are constricted by lack of road space. These are currently being examined to determine the feasibility of providing some cycle facilities.

    1.7 Cycle Route facilities:

    There are a range of cycle route design options that can be used to provide improved cycle routes. Measures include

  • Cycle lanes
  • Cycle tracks
  • Advisory Lanes
  • Mandatory Lanes
  • One way
  • Two way
  • Contra flow
  • Shared routes
  • Advanced Stop Lines at junctions
  • Provision of additional controlled crossing points

    These options are site specific and are outlined in the description of each route.

    Safety is of paramount importance in determining the optimum solution at any given location. The adequacy of public lighting, security, and road surface condition are key issues to be considered when designing a cycle route.

    1.8 Cycle Parking

    The provision of cycle parking is an integral part of the Cycle Network Strategy. Public buildings, educational institutions, sports facilities, workplaces and public areas in the City Centre should have adequate cycle parking facilities which have good public lighting and a secure environment.

    1.9 Development Plan

    Strengthened provisions supportive of cycling will be included in the proposed Draft Development Plan.

    1.10 Conclusions

    The provision of improved cycle facilities in Limerick will provide both citizens and visitors with an alternative means of transport in a safer, healthier and environmentally friendly manner. Each car user / passenger diverted to cycling will reduce congestion from private cars and make the city a more attractive place to live and visit. The development of cycle routes along the water frontage of the River Shannon, Abbey River and Canal will enhance and further utilise one of the City's main assets.
